ACI SoCal Chapter 2025 Student Scholarship Recipients



Garrett Westwick

My name is Garrett Westwick, and I grew up in Redlands, California. I am graduating from California Baptist University in April 2026 with a Bachelor of Science in Civil Engineering, completing the program in three years while maintaining a 3.9 GPA. During my time at CBU, I have been actively involved in the university’s ASCE chapter, taking on multiple leadership roles. In my second year, I served as the Transportation Project Design Lead, where I coordinated horizontal alignment design, plan development, and team deliverables. Currently, I am serving as the Steel Bridge Team Captain and PSWS Co-Chair, overseeing technical design decisions, fabrication planning, and competition logistics.

I currently work at CASC Engineering & Consulting as a Design Engineer, where I have spent the past two and a half years gaining hands-on experience in land development engineering. My work has included grading, utilities, storm drain design, and construction plan preparation for residential and mixed-use developments. In addition to traditional design tasks, I have contributed to internal plan preparation and drafting automation efforts, helping improve efficiency and consistency across project deliverables. Through this role, I have developed a strong foundation in practical engineering design, CAD workflows, and collaboration within a professional consulting environment.


Sagar Timalsina

Sagar Timalsina was born and raised in land of Himalayas, Nepal and immigrated to the United States in 2014 with a strong sense of responsibility and determination to build a better future for his family. During his early years in the U.S., he worked full-time to support his wife through her Civil Engineering degree while developing his own professional foundation. A pivotal opportunity in 2018 introduced him to the ready-mix concrete industry, a field that was initially unfamiliar but quickly became central to his career and academic direction.

Sagar is currently a senior Civil Engineering student at California State Polytechnic University, Pomona, and works full-time as a Quality Control Manager for Cemex Southern California. In this role, he oversees quality control operations, develops and reviews complex mix designs, maintains laboratory certifications, participates in preconstruction meetings, and resolves technical issues on active infrastructure projects. He holds multiple ACI and NRMCA certifications (Handling Concrete Specifications, and Concrete Technologist Level II, III, IV) and is actively involved with ACI SoCal and San Diego Chapters, SEAOSC, and CALCIMA, reflecting his commitment to industry engagement, technical excellence, and continuous improvement in concrete materials and construction practices.

Alongside his academic and professional responsibilities, Sagar is a proud husband to Alina Paudyal, a Civil Engineer with the City of Los Angeles, and a father of two young children, Casper and Larissa, who remain his greatest motivation. Balancing full-time work, engineering coursework, and family life has strengthened his discipline and long-term focus. He aspires to earn his Professional Engineer license and eventually teach concrete and materials engineering, contributing to the next generation of engineers while continuing to support safe, durable, and high-quality infrastructure.


Ruiwen Ren

Ruiwen Ren is a dual major student in Civil Engineering and Construction Engineering and Management at California State Polytechnic University, Pomona. He consistently demonstrates strong academic performance in the classroom, with a solid understanding of structural behavior, materials, and engineering fundamentals.

Outside of coursework, Ruiwen is actively involved in ACI student competitions, including projects related to pervious concrete and egg protection devices, where he collaborates closely with teammates on mix design, testing, data analysis, and iterative improvement. These experiences have strengthened his interest in concrete materials and hands-on experimentation. He has also participated in the ASC Reno Commercial Competition, contributing to construction planning and cost-related analysis.

In addition to academic activities, Ruiwen has completed internships in engineering and construction-related roles, gaining exposure to real-world projects, coordination with industry professionals, and practical problem-solving. Through the combination of strong academics, competition experience, and professional practice, he continues to pursue a well-rounded foundation in civil engineering and construction.
